Federal cash programs for child care and early learning are a lifeline for low-income parents, student families, and seasonal workers, but in 2026 they are also exposed to the risk of a federal shutdown that could interrupt payments with little warning.

The Low-Income Home Energy Assistance Program, or LIHEAP, is accepting applications through March 31. The program provides one-time payments sent to the household’s respective utility company to help with the extra cost for winter heating.
